I m working on the driver s side and i can t seem to get this cover off. There are two tabs that hold the fog light cover in place. Once you have the outside tab loose you can come from underneath the 4runner reach up and pop the other tab off. When you change the foglight on your 4runner be careful not touch the glass part of the bulb with your fingers which causes the bulb to burn out earlier. I have a 3k hid fog light kit and love it. I may switch it out at some point for a 35w to get a yellower look.
